The main goal of Jiang Xue, is to prevent a civil war at all costs. The plan was a coup, but it was botched. The communists are on the verge of total starvation, and the army must move fast before they regroup. The communists planned on airlifting 300,000 troops west to secure the country and re-organize, but the plan quickly fell apart after the airforce ran out of skilled personnel due to desertion. The capital has been surrounded, and resistance should collapse soon. Foreign aid was accepted hastily by the military and it was immediately dished out to troops in the form of a 4000 dollar stipend. Xue also issued an executive order that all prisoners starting today under the age of 61 would be given 1 month of hard labor and a 13 hour work day, after which point they would be conscripted. Now the question remains: will Xue uphold the constitution?
