The evacuation effort is organized into several phases to manage the complexities involved, including the identification and preparation of safe evacuation routes, coordination with local and international support teams, and providing immediate care and shelter upon arrival in designated safe zones. Given the geographical and logistical challenges, the operation also aims to establish secure corridors through which civilians can be transported, minimizing the risks they face from ongoing violence or environmental hazards. Special attention will be given to vulnerable groups, including the elderly, women, children, and individuals with disabilities, to ensure they are prioritized and receive the necessary medical and emotional support during the process. The success of this phase is not only vital to the mission’s objectives but will also serve as a testament to the cooperation between multiple agencies, military units, and international organizations, all working together to provide relief and safeguard human lives during a time of crisis. Any and all armed aircraft from rebel and invading forces approaching the evacuation zones and sites will be considered an act of war. This includes any aircraft that enter the vicinity with hostile intent, whether they are directly attacking or merely threatening the safety of the evacuation process. Any action that compromises the security of the civilians and military personnel involved in the evacuation will be treated as an escalation, and the response will be swift and decisive in order to protect those in danger. The safety of the evacuees is of paramount importance, and any threat to this mission will be met with full force.
