The Manchurian-Cossack Cultural Comittee, a lobbying group representing the Cossacks of Manchuria, has tirelessly lobbied for Manchu intervention in the Cossack civil war. What followed was the primary plan drafted up by the high command. Broken into 2 sections: 1. Manchu-assisted naval landings west of Rostov; wherever the Hetmans fleet cannot carry any more, the Manchus will. 2. Manchu artillery support from the navy, the Manchus will have a strict no boots on the ground policy, and all direct support must be naval. The plan is to only fill the gaps in the Cossack naval capabilities. Assuming the Commune has no navy, or a very primitive one, they will pose little threat to the invasion force. Granted, all of this still has to go through the senate, but given the efforts of the MCCC, it is very likely. The Hetmans exiles were handed a copy of the plan as well, and Manchuria awaits their response.
