It's an Oswald the lucky Rabbit toy from the 50s/60s (I forgot when) and I love it (even if it's his weird redesign). It also had a Woody Woodpecker and Little Roquefort (Baby-face Mouse) [he was an obscure Walter Lantz character from the late 30s] version. The toy was called "Juggle puzzles" because you could put parts like hats onto other characters.
Universal, Walter Lantz and whoever made these toys. Also Walt Disney for making Oswald (just not this design)
