Large amounts of energy and mining were relegated to Sifas colonies now expanded. Nomadic tribesmen and there families were promised a share in the oil industry if they came to help mine and drill. After much deliberation, the Senate Committee on Sifas Colonies allowed for an additional expansion and an additional 2,000 troops to spearhead the expansion. Meanwhile, Manchurian prison labor is legalized. Prisoners begin to work for state-subsidized civilian goods corporations.
