this was made with Google drawings. it has a 3-gradient feature and Google uses SVG files too so then you can export it. It isn't even a option inside the gradient options in scratch, so if you would see inside and click it with the paint tool you would see it doesn't use any options for the gradient tool!
note: its a hacked gradient so if you look at it in paint it will show normal gradients
