He was used in an experiment to see how people and tech would interact in the same body, a bit like a cyborg, but the experiment went horribly wrong and caused him to have hostile behaviours, probably due to the adapting and/or pain. That would mean that he isn't really evil, he's just broken. He hasn't caused much damage yet, but he might start breaking into other projects. Not much is known about his chaotic behaviour yet.
