Phase 1 combines Phase 1 and Phase 4. Here is what this Sans "Second Chance Inc." is. Imagine Last Breath Inc, the Sans with 100 Phases (look it up). Now, combine 2 Phases into every 1 Phase, essentially doubling the power of each Phase, or in some Phases, raising it to powers. THAT is how strong Second Chance Inc. is. And don't forget about the fact he's Sans, and breaks every possible rule of the game: He breaks his health bar in Phase 5, revives countless times, and even WITHOUT Gaster, still is OP...he's one of the most powerful Sanses that could exist.
