This is either a huge coincidence or he took the palette from Kooziefr22. I can say for sure that the most obvious identical difference is the teeth. Though both sides are in the wrong, If I were to make a similar color palette to lets say Eduphones for example, You don't own the color itself, Otherwise a lot of people would be screamed at by one guy because they used the scratch 2.0 palette.
Also almost forgot smth, The character was made before Koozie but the redesign came after.
