[LORE/STORY]: He's from Universe 25, In this Universe Saiyans only exist to ravage planets and conquer Planets. Sound like the same Saiyans as Universe 7 right? Well the difference is actually the fact that they arent ordered by anybody, Not even royals. So since some Saiyans dont enjoy this life of war they go to other planets far far away. This was the case for Kay-Kay's father after seeing his wife die. He runs to a planet full of Tuffles where he also brings his son. He then gets married to a Tuffle. At the wedding the planet is ravaged and everyone dies other than Kay-Kay who hides for his life while everyone else fights. Then just before the planet is completely destroyed he gets in a broken pod. It seems to not work and sends him to a random Planet. Thus bringing him to Namek where he currently resides.
