Fenrira begins to reform it's education systems. They have also created military education programs and shifted the requirements for promotion to not just include military knowledge, but general knowledge, such as language, and mathematics, as well as introducing such concepts better to soldiers, to hopefully allow for just about every man in the Fenriran army to be capable of reading and writing. Such benefits would include the ability to use books to learn new skills, rather than needing an instructor. They also have introduced new policies, such as free primary education to everyone. However, these changes have been met with some controversies, from whether the common soldier SHOULD be able to read and write, to the fact how these changes seem very socialist. Nonetheless, Fenrira has begun the reformation, and even offers assistance with reforming to the Firefly Kingdom.
(Even in the 1900s, only around 20% of most developed nations' populations could read and write.)
