Fenrira has begun to industrialize and improve a lot of it's infrastructure. An example is railroads, which also intentionally was tied into national defense, with the idea that even if Fenrira is outnumbered by other nations, it's army could use rapid mobilization to beat it's enemies before they can mobilize.
