While we know how Plopula Maxima harnesses the elemental energy received through Plops, they are not capable of transmitting this energy into Symbolic statues, that duty lies within the §hocks of the §hock§tarter. This Lord of Legend is able to §hock things, turning them into whatever the §hock§tarter desires. It can even manipulate the §hocks themselves, turning these §hocks into anything and everything that pops into its mind. We don't know what the origin of its regal appearance comes from, it refuses to elaborate on that.
