Play to see the map with everything added. To use in your own project, simply pick what you want, and drag the sprite into your backpack. The terrain sprite must be above the political map, and have a ghost effect. I put it on 75, you can do whatever you want. Same applies to province map, it must be above all other layers to show. Modifying the political map should be fully doable with scratch editor only.
