Communist Fighters have begun fighting Manchurians in the streets. What's worse is that Bigon, their leader is missing. They have managed to conquer a nuclear bomb factory. With sheer power and resources, they detonated a Hydrogen bomb in the ocean. They order Manchuria to leave, or get nuked. If Manchuria leaves, they will not even launch an attack on them, but will have at least temporary peace.
