Those rules can only be broken if UPN has an abusive usage of those rules wich is voted by ¾ of the countries participating to the Olympics.

You may modify skin tone, and hair to make them fit your countries style. THE COSTUMES MUST HAVE THE COUNTRY NAME! YOU HAVE TO SIGN THE CODE OF CONDUCT! For sake of keeping it easy, you may use modern sport weir as long as you make it look retro. You may make an Athlete for each discipline.
